The PLRA was set into place so that the 13th amendment section that says “Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.” Can continue to go on as quietly as before or, without showing up in court as much and having to meet special and stringent conditions allowed prisoner rights to be violated unchecked.
