This was the countdown used for CEC/RAE showtapes in the late 80's and early 90's.
The orbs around the numbers are a hidden countdown for the birthday shows. The birthday shows at the time would only play if a staff member pressed a button on a control panel, and it would activate the birthday show once the hidden countdown was over.
