When a surface current (red arrows) ceases or strongly diminishes (ex : south of Greenland, at 0:30, or in the northern part of the Weddel Sea), this means that the water flow turns downwards, forming deep and bottom water. Conversely, when a deep current (blue arrows) ceases or strongly weakens (ex : Central North Pacific, at 1:50), this means that the water flow turns upwards : it is an upwelling area, where surface waters are enriched by mineral elements formed and collected in the deep waters, allowing the development of a slow but vivid biological chain, from plancton to the biggest predators. But the most efficient upwellings are induced by the wind blowing towards the equator along the western coasts of the continents (if they are oriented roughly North-South).

It is truly amazing that the EU Commission, Parliament and Council have done literally nothing to adapt and change the Common Fisheries Policy to take account of the significant rises in Ocean temperatures in the NE Atlantic and in the Mediterranean, Adriatic and Black Seas. That the division of Fishing entitlements between Member States continues to be based on "Relative Stability" Keys that were fixed in November 1982, at the same time that UNCLOS was agreed at Montego Bay, with those Keys then incorporated into the CFP of January 1983, while paying zero regard to the Rights of Coastal States conferred under UNCLOS is utterly ridiculous insofar as the ecology of Europe's Seas has been changing at an accelerating rate ever since 1982 while the major beneficiaries under the % allocations fixed under the CFP of January 1983 continue to operate as if nothing has changed at all. Until such time as the principles of Relative Stability that underpin the CFP are dismantled and Fishing Quota allocations made to Coastal States in the waters adjoining their coastlines rather than to Fishing Fleets from far-distant lands - even though they are within the EU, the health of the ecology and the health of Fish Stocks in the NE Atlantic will continue to deteriorate.
