Because she is unable to have intimate relationships with her crew due to Starfleet regulations she programmed a character in a holodeck story to provide her with companionship and comfort after the break up. A romance with a holodeck character wouldn't be against the regulations,but would probably cause a ripple of amusement amongst her superiors when she makes it back to the Alpha Quadrant!
