Should be a shady merchant around the lobby either on top of a wall near the fountain. In a alleyway or on top of a wall near alleyways.

They are from the shady merchant who can spawn around the lobby. I know he can spawn near the fountain walls and a alleyway.

There should be a shady merchant that spawns randomly I'm pretty sure. I only know 3 locations so far. 1. In one of the alleyways 2. On top of a wall near the buildings. 3. Near the walls of the fountain in middle of the lobby. Hopefully this helps 👍
