It works this way in Dota 2. I suspect it may be a layover from dota all stars, and hence a layover from wc3, but that's a pure guess. Like others mentioned, probably intentional, and the mechanic is called "Disjointing" projectiles.

It's more the health upgrade that's a nerf, it makes them way more susceptible to AOE from fortresses n stuff. The damage nerf I'd say is fair enough, banelings aren't a cheap investment but requiring twice as many to kill workers makes them less game ending
