The Philippines is trying to use every available option to resist China without involving its allies. However, they have very limited options and are about to run out. At the end of the options, they will still insist not their allies to get involved. However, if the U.S. cannot respond a solution, the U.S. is worried about losing its support from Indo-Pacific countries which is crucial to the U.S. strategy in the region. My guess is, that the U.S. will pressure the Philippines to invoke it. The 2nd solution is. We have no need for them and when we did have 2 of them only one was every used as an AC and the other ended up being a troop transport.
