China invited Tesla in and gave them extraordinary benefits. One of these was allowing Tesla to be the only foreign car maker that did not have to partner with a Chinese company. Tesla was invited in because the Chinese EV makers were not producing very good cars and the hope was that competition from Tesla would spur them on to be more competitive. That worked in spades.
