not necessarily. I installed red and blues on a saab in the state of michigan. As long as the vehicle is parked, they are considered light effects. It's when the vehicle is being operated and the lights are on that it becomes an issue.

Who yellows might work. I don't know if those are protected, they're mostly used on road maintenance vehicles. Then again you're basically making an unauthorized road sign.

Buy a scrap vehicle. Remove engine and wheels. Really just need roof and part of body. Then put lights on that. Not red and blue lights on a vehicle. Problem solved

This isnt a new thing they were adjustable like this until 09 so why did harley invest millions in engineering and design and decide to go to a solid bar instead of the adjustable ?
