You did not add a delay for the OFF duration for the single LED light simulation. That's why it's not turning OFF. So what happened is that the light switched ON for 4 seconds, then switched OFF, but without any delay, the loop started again, and the light switched ON again. So you have to add a delay after switching OFF, and then it will blink.
