I have an i3 9100f with the same gpu (gtx 1060 6gb) and this same game, with high graphics and at 1080p, runs at 68-74 fps. When it should be running worse because of my cpu.

Did you have to lower the rersolution for it to run at a higher fps without much framedrops in my case playing 1920x1080 causes it to have some frame drops frequently
