Well first of all, you need to stay at your settlement without ever leaving to do a quest etc. You need to sleep for 24 hours, wait a few mins and if the happiness doesn't go up, rinse and repeat. That last two percent took me the entire day like 8 hours of sleeping waiting and repeating. If you leave any settlement, even if the happiness is very high, it will decline, and take you even longer to get it reversed. Everything else you mentioned seems great. However I believe you may need more tier three shops, I think mine in the video has 16, but they all must be level three. Also note that you must have one or two extra settlers that are not assigned at the shops or any other task that can actually shop at your place, this also helped in raising my settlement's happiness. Does the clothing you give your settlers effect happiness? me and my girlfriend have a settlement at 98% happiness and it refuses to go up further. we have 24 food 25 water, 240+ defense, all 16 shops. All tier 3. TVs, radios, beds, paintings. everyone has a house and roof. benches, statues, patio furniture. it went from 70 to 98 and refuses to go higher. the only other thing we can think of is if the clothing we give them to wear will effect their happiness

With 0 shops 15 people and everything stat wise except i gt 100 defense i cannot get above 80%, it must be the shops and 5 extra folk, thank you !!
