Which is consistent if we take the fact that both have mss feats,Garou's is more consistent doe,and can be argued to be Galaxy level eseally. Cell took Vegeta's final flash attack and got half of hes body vaped,the same attack was shown to have the power of a super nova in the background(which is impressive,but still not tuching Garou),also he got vaped by teen Gohan,who was injured seriously....while Garou was tanking tens if not thousands of serious punches,each attack at an extreme lowball has half the energy of the sp2,and lets not forget the fact Garou stated that each punch is stronger than the previous one and if we looking at the graph,we can safely conclude that later in the fight,Saitama can produce more destruction than the sp2 by himself. And if you look at the sp2 energy ball closely,you will notice Garou and Saitama inside it,meaning they are tanked the full energy output of the sp2. In conclusion:Garou not just out skills and has AP/DC advantage,he has more,and better hax's even. Cell's only real advantage here is speed and inteligence,and the fact that he can regenerate,but since Garou can copy Cell,hes speed advantage is out of range,and Garou isn't dumb either. The moment he sees Cell regenerate,Garou would use a gamma rag burst which destroys matter on a subatomic level,and kills Cell. Respectfully,the winner:Cosmic Garou with low difficulty
