I have been trying to figure that out too. One reason they havent dug out the land next to where they are building a tunnel made of concrete - eg Burton Green - is that they will use the dug soil to cover the thing up. Another at 3:06 is where there are overhead pylons. Why has this not been put underground yet? Presumably waiting for the electricity company. In other places who knows? Are they concentrating on the difficult bits , bridges etc first? They are certainly lousy at PR and explaining themselves.

I think for me, the victorians made structures with the best means possible, and if those same engineers realised incredible infrastructure project like we do, they would have, I am sure, much more in keeping with nature, as I am sure you would agree, precast units, clinical, dull and featureless appear a blight on the landscape and will not ‘age’ the way those incredible structures of the past that still adorn our country like the works of art they were and will always be.
