Looks awesome! Back in 2010, I wanted to make something just like this, with epaper display. There was no Raspberry pi, Arduino ruled the world and there was a few other dev boards. I did work quite a bit on it however never got to finish it because it was too much work for me to build one on a microcontroller from ground up. I actually have the entire product idea - if you want, we can chat about it. Even as of today, there should be a demand for this kinda niche..

Is the client polling the server for new messages every few seconds? You could potentially use WebSockets to push messages to every connected client. That also makes the proposed bi-directional communication much easier.
The polling goes through the modem... So the modem has its own configurations and storage.... Basically Python tells the modem to get new messages, the modem downloads messages to its memory, and then Python gets the messages from the modem. The modem stores new messages to its memory and then you have to give a command to delete the memory once you're done. this isn't TCP/IP world...

I'm surprised that switch doesn't have any loop detection. I also have a crappy switch from TP-Link that has a proprietary loop detection. However, that switch, along with certain TP-Link access points and switch models, doesn't handle VLANs properly and allows broadcasts and multicasts to leak from the native LAN into the VLAN. Another big source of problems is people who think they know networking and just plug stuff together or make changes to the config. Another source of problems is people who don't know how to install Ethernet cable. I had to fix one site, where someone had stapled, with wire staples, the cable right into or around corners, without allowing sufficient radius. If you must staple, use the ones for the job, which have the nylon saddle, so that the wire staple is not up against the cable. And don't crank down cable ties so tight they're crushing the cable.

Just wondering if you add the old motor wheels to the car, so that you have 4 powered wheels close together, and in total a lower weight load per wheel.....Maybe worth a try...:)
in addition to make the camera more stable maybe try a piece of round plastic pipe, should be fairly low weight and more rigid :)
