The cane merely reflected the weakness in the character of the teaching staff. With a strong enough personality, a teacher can command respect verbally. In my school experience, back in the 70s and 80s, the cane allowed teachers to be bullies. One teacher was the most arrogant individual you'd ever meet, who loved to cane and humiliate kids. I saw the same kids being caned nearly every week so I fail to see the effectiveness of its use.
