At launch it looks like both the 21 and the phantom were being illuminated and the missile picked the phantom. While the main beam was still tracking on the 21, the illuminator which is a much wider beam, was still overlapping the phantom and kept guiding the missile. Bad luck, kinda sucks, but it happens from time to time.

Missiles like aim-7 are going for fastest target which in this case was f-4
