That is crazy rain!
As I said in my other comment the rain in this video is torrential and the video clearly shows that as the street lights are barely visible nor are the lights on the back of the vehicles in front either
Thunderstorms can give ridiculous amounts in under 1 hour as much as 500,000 litres in severe storms even more maybe⚠️

There is a town about 100 km (60 mile) from where I live (Adelaide, South Australia) that would consider the heaviest precipitation nothing more that a light shower with a mild light show. The residents in that area would be sitting on garden chairs in the middle of their front/back yards having a beer and enjoying it. The area is called Snowtown. Adelaide is also prone to severe down pours. Micro bursts lasting only minutes dumping 25 mm (1 inch) over a 2 sqr km (1 sqr mile) happens more often than people think. Unfortunately 99% of those micro bursts don't seem to happen near our reservoirs.
Even so that is an extremely dangerous thing to do shows how many idiots there are in this world

Thunder is actually caused by lighting heating the air to over 30,000 Degrees Celsius (50,000 Degrees Fahrenheit) and this intense heating of the air causes air molecules to violently expand and then slam back together causing the shockwave that we hear as thunder(the quicker the air molecules expand and slam back together means the thunder will be very loud)
Lightning strikes occur within violent and heavy thunderstorms around the world. Thunderstorms form when warm rising updraft causes water to evaporate from the surface and moisture can be carried to form clouds. The Clouds build and grows (as tall as 9.9 miles tall). Darkening the clouds by a heavy water happens up in the sky. Downdraft pulls moisture downward towards the clouds inside within heavy water, thus it appears as a pouring block inch of rain.
