It gives the feeling of uneasiness and suspense. Like when you see dark clouds impend, hear the thunder in the distance, and the wind rages. Streets are cleared away because everyone hides and knows the storm is approaching. Or on a personal level as if you're overwhelmed with wrath and just about to snap any moment. Love it.
