I do indeed think it is an integral part of leadership to hold integrity as one of the highest ideals to found relationships on. One of the banes of leadership is that you are responsible to enforce accountability on people that fall short of that. Otherwise, everything else you do is thought less of. People are observant. Your promises aren't taken as seriously. Your position as a leader/supervisor isn't as solid as it should be. Your decisions are second guessed. Etc. I continually see people in middle management let very serious infractions go unanswered and it's sad. That kind of thing can have a domino effect of behavior on your peers and those that work for you. Like it or not, at work we are networked into a sea of people and responsibility. It's not just important to look like a competent leader. You actually have to be a competent leader. If you are not, many will notice. They will never say anything. But they notice. "Why am I not getting promoted?" You know why.
