Working in the military and in a jail, this could and would absolutely happen. Someone that is high ranking working in a private office would be able to pass out, from sleep or whatever without anyone noticing. The lower rank people would be doing their jobs with the goal of not having to get the boss unless absolutely necessary.

Thank you so much for the interview. Dr. Crusher was the first protagonist of TNG I saw on american TV during a trip (it was not broadcasted in my country - France - at that time), she was holding a medical tricorder on a wounded man and I was so amazed !!!
