A minute after this video ends, the advisor leaves and Humphrey takes about 30 seconds to talk the PM into giving them the pay rise anyway, just with some juggled numbers - the whole thing was a setup by Humphrey to discredit Frank and still get the money.

One of the reasons we all despise government is creatures like Humphrey. In real life he's a useless creature, he serves no purpose and would be killed by anyone trying to do the right thing. He's allowed to survive because of red tape, lies, back room deals and deliberate deception.
