I was a locomotive engineer for 8 years. Nearly all mainline switches are electronically locked by the train dispatcher, and can only be unlocked by them remotely. There is then a timer usually 5-15 minutes that will change the signals to stop for any approaching trains, before the switch can be thrown. In non signal territory they are secured by padlocks, but the trains are limited to a max of 20mph and the engineer and conductor are required to look for a misaligned switch…that’s why the collision wasn’t so serious. Unfortunately, the train crew likely received disciplinary action despite the actions of the moron
