It's an example of one of the challenging issues we have in the USA - my rights vs the rights of everyone. For the rights of everyone to be generally center stage, each person has to give up a little for the greater good, but lots of folks don't want to do that, unless it affects them directly.

Good for animal control! But if it were me they would not have had to be convinced to agree to letting them go. They would have been removed whether they agreed or not.

If there aren't any signs about not entering the water then really they can't cite for anything. They were responsible and only did so one at a time based on the video showed. No indication of any sign stating any rules on the water, and no one would have known about any wildlife in the water either.
