Hi, excellent topic! A couple of things that I would like to point out, if you don't mind? First, borrowers shouldn't get their hopes up very high when requesting a "reconsideration of value". Appraisers are almost universally reluctant to change their value even if you do have solid evidence that they were wrong in their conclusions. It's been my experience that most appraisers get their noses knocked out of joint by you having the gaul to even question their analysis! Since the appraisal rule changes put in place after the Great Recession and the advent of "appraisal management companies", that appraisers are insulated from consequences when they blow an appraisal. The second point (and this is self serving, but true) a blown appraisal is one of the advantages of being a mortgage broker, as opposed to a bank or mortgage company. This is because if the underwriter at a bank sees the bad appraisal and the appraiser won't reconsider the value, the bank or Mortgage company is dead in the water. As a broker, I just had this exact thing happen. The property, located in a town just north of the triangle, was a stick built home in good condition and that had numerous updates, including a new kitchen and bath. No deferred maintenance or other shortcomings....Having viewed all of the houses on the market in that price range, my clients offered full price $249,000...the appraisal came in at $205,000. I won't bore you with the details, other than to let you know that I underwrote the appraisal and was amazed that he came in so low....there were plenty of comps that supported the $249,000 price. Everyone, the listing agent, the sales agent, the seller, the buyer and I were in agreement....this was a bad appraisal. When the AMC wouldn't reconsider value, we pulled the deal. Had another appraisal done (which did come in a couple of grand low, but still.....) and closed it with another investor (we fully disclosed the bad appraisal to the new investor, btw).
