I have visited 17 prefectures. I really liked Tottori, Yamanashi, Saga, Hyogo, and Nagano and have nothing bad to say about them. I was not a fan of Saitama. Osaka I am divided on, it is a very ugly city with alot of pollution, the southern part of the Prefecture is very polluted as well. But it has great food, it is cheaper than Tokyo for hotels and accommodation, and there are alot of sites in the city. Okinawa was neat, but I saw the worst poverty there and had a beggar ask me for money. Okinawa is very cheap to buy food and goods. Tokyo is nice, but expensive, and way overcrowded. Pollution can be a problem there as well.

i am on 22 right now and i hope to complete it at some point in future. I totally agree that most prefectures in japan have similar infrastructure. I guess with your Civil engineering degree you can feel this better. For example often you'd find a castle near the main train station (or rather the other way around) with a japanese style garden nearby. combinis and vending machines every street corner in almost every prefecture. In a way no prefecture is dull but sometimes it hard to find the key element that set that prefecture apart from the rest.
