if the non believers heard God's voice they will believe in God because they don't have any other choice, they have to admit and accept that they are wrong, i don't think that that can be considered as faith, humans really can't produce a very pure belief and emotions very easily, just like how we can't come back to being an innocent child, the world already dirtied our soul, and it's very hard to lay down our pride and let God embrace us, God appearing in front of us will never result in real faith, i believe that's the reason he only did it once and with the exception of the Saints and other individuals that witnessed his miracles.

Children of God must be prepared to be exposed to the sovereignty of God during some unbelievably disappointing phase where you are run through the mill and turned into flour, and being remade by God. Oh awesome experience where you choose to stay with Him or return to even more intense failure.
