My theory is that Thanos with Heart of the Universe (HotU) had actually the same power levels as he had with the Infinity Gems. The only difference was that Gems were external tool intact into his physical being, and therefore could be lost or taken away (with the help of Thanos's own unconscious mind, like it happened once or twice before), whereas HotU was internal, inseparable part of his nihillistic personality, filling both his conscious and unconscious mind, and therefore could not be taken away by the help of Thanos himself. But power level were the same. Thanos with his nihillistic temperament destroyed the universe in a whim with HotU when Tribunal and others provocated him with an attact. With Gems his conscious mind was too careful and concentrated (and occupied with futile courtship with Death) not to fulfill the end-of-all fantasy of his conscious mind. Thanos's uncinscious mind could not work freely with HotU, because there was no distinction between them. When Thanos was wearing the Gems, Living Tribunal knew (by his near omniscience) that Thanos would lose his powers, so he didn't dare to risk to use direct force, and thus potentially angering the mad Titan to destroy everything. But with HotU, Living Tribunal saw that there was no choice, Thanos was going to destroy everything, regardless, so he might as well join the fight. And thus actually causing the end of everything. When Adam Warlock had the Gems, he was no thread to the universe or Living Tribunal, so LT played a little game of mind chess with him, and spoked to Warlock's character that was not as nihillistic as Thanos. Although Adam is immature, suicidal, and out of the normal life cycles of the universe, he apparently respects the life in general. Thanos is basicly a mirror to Warlock: he hates life in general (at leat that is his consciously chosen occupation, self-apppointed "fate") but respects and enjoys his own life (he's hungry for power, yearns for love, he's fascinated by the scientific discoveries, is keen observer of life, seeks knowledge for knowledge's sake, and has huge appetite for tasty bevrages). This is both Thanos's inner conflict and his Achilles heel, and the reason why he is so great a charcter (at the hands of Jim Starlin).
