She's a nun. Usually, nuns in convents cut their hairs much shorter than this, thus, it depends on the order they are in, some orders don't. In some orders, you enter the convent and if you don't break your vows, you may end never leave that place and even not say a word for the rest of your life, and this is not something forced on you, it's on your own will. The mother superior of the convent has her say too, so, if she decides all the nuns of her convent will be kept with their heads razor shaved every week, so be it. Long ago, before there was public education, the only way for a girl to get education was in convents boarding schools. Usually, all girls ended with a mid-ear bob-cut and a very short fringe, and "discipline" would be seen as sadism today, although, not all: education was very expensive in these places, thus, girls could get free education, including food, homing, etc: they had to pronounce temporary vows, therefore had a status of novice nuns, they had to help the nuns in their tasks, kept on wearing the school's uniform instead of the regular nuns outfit, unlike usual novices, but got the same haircut as the nuns/novices and had other schoolgirls under their orders, which is interesting as the rich girls had to obey to the poor ones. Some of my ancestors, prior to the 1905 law about mandatory schooling and massive public education, went to such boarding schools, and had their heads even kept razor shaved just like the nuns in the order, until they left the school. At the end of their education, they also had the option to immediately join the order without going through a, I think it was 3 years, regular novice status, and, also, if they ended not faring great on the outside, they had the option to come back anytime and immediately become full nuns, so, whatever happened to them, the order wouldn't let them down if they wanted so, it included hiding them from real dangers if necessary... But, again, it's pretty complicated : there are many orders, each with its specifics, and any mother superior of any convent can bring her own set of rules as long it's into the order's specifics

Actually, it's more common to end with a very short crop, can even be a buzzcut or a headshave, may depend on the order the nun is in (some may not cut hair at all) or the mother superior of the convent
