Same thing happened to my first character, it got marked off and did not receive it. Probably best to submit a ticket to Rockstar Support about it. Hopefully they can resolve this issue

@@havis-gf5mz Yeah happened to me as well, tried getting rockstar support to solve this issue and still no luck, I have won more than three races, hope rockstar can fix this glitch and give everyone who completed this challenge their outfit.

I don’t think there is a mention of that rockstar helmet from last week, just the racing suit

I got the HVY shirt after buying the Insurgent, and then got the Déclassé shirt after buying the APC

Had no idea when the other dragon masks are gonna be released. However, Rockstar Games are going to be continuing on this three week festivities with Lunar New Year, Valentine’s Day, and Carnival so we either see one dragon mask be released each week as a login bonus or one may be locked behind GTA+ sub. Since GTA+ is going to reset on this February 8th, we might see at least one dragon mask be locked. Otherwise we had to see what happens

The masks from the Four Horsemen you receive may vary by Business battle or lobby. Each Business Battle Event Cargo may give you the same or different mask. It can be hard to collect all of the Horsemen masks but hopefully you can grab the last mask. The best way to increase the chance of obtain the new masks through Business Battle is by hopping in public lobbies until you see the Goods type: Event cargo

The business battle will start if you have about three players that are not doing freemode tasks. The best way to find an event cargo business battle is if you join lobbies. I would jump in different lobbies if one does not have business battle currently active. Once the business battles starts, you should look for goods type: event cargo on your screen

Sorry to hear that. The only thing I could say is that if you completed both tasks and had proof of completion, you can send a ticket to Rockstar Customer Support with those screenshots
