Lorewise Penance is basically a normal civilian and would get thrashed by Lappy. Gameplay-wise, once Lappy hit Lavinia enough times and that S3 is up, its Joever in a couple hits.

Mostima (Lock&Key has the power to nuke an entire city, plus it has ability to control time) 3. Dukare (Vampire King, the current Amiya can't even push him away without Logos; he should be around Amiya's 9th ring) 4. Mizuki & incompleted Ishar-mla (two seaborn gods, just one of those two has the power to become Eren, so hail them) 5. Patriot (once the strongest, still the strongest but number 5; this "near to immortal" Wendigo can only be stopped by Orginium, so bring 8 Emperor's Blades instead of 3 next time) 6. Kal'tsit (strong enough to beat one Kazdel Hero. Sarkaz, be afraid!) 7. Theresis (funny enough, he has a nice sword to make Kal'tsit a "T1 member". If he chooses to share the Crown [in story he gave it to Theresia], he can reach at least top 3) 8. Amiya (3 rings broken, she should be 50% as strong as a Kazdel Hero. She won't survive the last broken ring, but I give her top 8 because she's our beloved daughter 😭)

The Abyssal Hunters can slaughter them easily with the exception of Mostima (Arts abilities) and Shining (Skill+Arts+Speed). Though difficult, they'd probably still win, specifically Gladiia (We're not even mentioning Ulpianus)

Let me decide this by gameplay stats: Penance spawns in with 7500 hp and 649 defense(assuming she hasnt defeated anyone). Penance has about as a 1000(994) attack. 500 of which is reflect damage. Lappland spawns in with 2350 hp and 760 atk. But she can only do ranged attacks, so she does 80% damage - 608 damage. 608<649 So Lappland does 5% of her damage which is 30,04 damage. so even if she is hitting penance from a far, she recieves reflect damage of 500*(1-0.15)=425 damage considering her resistance. And that means no matter how she tries, she is going to die in 6 hits to penance's reflect damage. While penance will recieve 180 damage and recover 595 hp. Lappland is indeed no match to penance, not even close.
