38:22 "Can we reach these societies and make sure they see the world beyond their walls and nonsense? What will work?" My answer: you can't and facebook won't help. You can't because you don't know how and facebook won't help because it did not work for you, Mr. Hoffmann. For a long time I held Jeffrey Sachs responsible to the 1990s economic crisis in Easter Europe and the former Soviet republic. Later I learned that in Russia the reforms were headed by a Russian economist and then, later still, I watched the 3 hour long PBS series "Commanding Heights" in which Prof. Sachs talks about the economic reforms in the 1990s on that region. At some point, he's asked if "he would do it again and if it was worth it" and he repplies "I wouldn't do it again because it wasn't worth it. The human cost of those reforms was too high. I saw it with my own eyes and it wasn't worth it"
I have never seen a smart and accomplished person like David Hoffman reveal such overwhelming blindness and wishful thinking. Highly educated engineers and physicists selling shoes on the streets isn't beautiful - it's a humiliation and should be seen as a symptom of of something very serious. The people wanted a new society handed to them on a silver platter? From 1991 to 2001 the excess mortality in Russia (base 1991) is estimated to be between 2.5 to 3 million - 2.5 to 3 million people died because of the 1990s economic crisis in Russia. A comparable number died in Ukraine during the same period, btw. Russians wanted nothing handed to them - they never expected to experience an almost WWII like crisis either, though. The Russian democrac Yeltsin was a guarantor of Russian democracy? Yeltsin killed the Russian democracy with the 1993 coup. I just watched his lecture about the book "The Dead Hand" and he's a good journalist. His blindness is an honest one - he really isn't able to see certain things because, for some reason, he's unable to register the facts. The cause is probably related to deep held beliefs about democracy and capitalism - a phenomenon easy to observe amont many people in the US specially among the intelectual elites that can't even see the problems poorer and blue colar Americans have been facing.
