Car will not need to be in acc to use 12 volt. The 12 volt system is apart of the non switched battery system

I bought a 2008 toyota yaris just a few months ago and the cigarette lighter has never worked in it. I was worried I was going to have to pay someone to fix it when i couldnt find the fuse box.
