With your controller having the problems, have you tried just turning vibration off? you can turn it off in game or if your on a console you can find it in your controller settings, also nice to see people playing fallout, amazing game!

love ur intro like soo much i rlly wana watch more!! just some friendly advice you should try and fix ur fps issue typically some people dont allocate enough resources to their game through nvida (assuming you use one of their graphics cards) but this does also have an adverse affect of boosting ur fps up alot (which does break most of fallout 4's npc stuff lol) if ya do come into any more issues just lmk!! <3
