Your SPECIAL stats stop increasing at level 50. After that, levels do almost nothing except give you the ability to chose a single perk card. Damage output depends on which perks you choose, which weapons you use, which mods you're able to equip on those weapons, and any Legendary effects you roll onto those weapons (which are randomly selected). So no, not everyone can one-shot ghouls. Luck is a substantial factor. They don't let you get stronger past level 50 because PVP is a portion of the game and they don't want players with levels in the thousands picking off new players or players at a fraction of their level, to keep it fair.
@@Maxx_XIII with a bloodied build wich is the most popular build u can one shot ghouls by level 30 you could even kill pvp players at level 400 if you know what ur doing but idk pvp boring

you can use poison cloud, just need to do the spell 2 times and he's dead, its a lot easier than this
