Strength goes to DmC Dante. He could tussle momentarily with DmC (Limbo Powered) Mundus who fucked up an entire City with one swipe, considering the fact that Dante could easily harm his True Form (which was made up of Limbo's and Hell Gate's Energy) would mean that DmC Base Dante could scale to Universal. BEFORE you get confused, Hell Gate is a world created by DmC Mundus which was a whole entire dimension that literally expands infinitely. Shutting off the Hell Gates didn't completely deplete all of the energy that Mundus gained He's also faster, he could keep up with DmC Vergil who can evade Dante's weapons which can release lightning (Lina's Shields)
