You said that Finland and Sweden has a long culturel history. Dont you know that both countries was one country in more than 600 years until the Russia did take Finland 1809 and made it as a part of Russia. After the Russian revolution Finland got its freedom 1917.

I have doubts about your statement that basic language skills would be sufficient in studying in even vocational study programs having Finnish as the language of tuition. More realistic, and more usual statement, is that sufficient language proficiency is needed, and basic skills are rarely sufficient. It can be enough for such study programs, which start using English and include Finnish course to improve proficiency until Finnish can be used for teaching.

@Journey-Finland-7 It might be best to assume that the audience can have fairly different ideas of what is basic language skill level. There are almost always fairly well defined accepted methods for showing proof of proficiency in the language of tuition as part of the eligibility or selection methods. These are worth emphasizing.
