i once had to translate english for a person who had 10 as a grade from school on it... and my grade was barely 8.... she was almost incapable of understanding spoken english and i was lacking motivation to do assignments or care about proper grammar of words... though my understanding of english words when spoken thanks to my aunt living and marrying in england so my cousin and his dad didn't speak any Finnish... so thanks to that and general interest in english sites and games my english vocabulary was even praised by my cousins dad... also on my lasts years in school one of my classmates who at that point had gained a passing grade from english for like 6 years at that point was so lacking in basic vocabulary that what he used for "bus schedule" was "Time madness"... he had no interest in the topic so im guessing his teachers just gave him the lowest grade that passes each year just so they dont have to try and teach him enough that he could actually pass... so you can't really bet that a younger generations member can actually understand english properly.... also as a side note my father barely manages to make few sentences like "ai gou nou" and doesn't understand any better than that... though if you get him drunk enough that he wont remember the evening when he wakes up he becomes able to almost fluently speak and understand english...

It's a culture thing. Most of us aren't as social as people from other countries. More realistic, and more usual statement, is that sufficient language proficiency is needed, and basic skills are rarely sufficient. It can be enough for such study programs, which start using English and include Finnish course to improve proficiency until Finnish can be used for teaching.
