He improved conditions for many of the lower classes but his intellect, or lack of one, & narcissism limited his ability to govern effectively. Directing the war effort rapidly slipped away from him into the total control of the army. The military was like a run-away train no one could stop until all hope fell away & rebellions started in Berlin & Kiel.
